[All of Bubbles' guardians have asked her kindly not to play in the rain - and that's something Bubbles understands, because she was never allowed to play in the rain back home, either. [Hanna had been good this week and stayed inside mostly. He wasn't going to risk it and thanked heavens his room was on the second floor and prayed that the house stayed grounded and didn't float away with all the rain if it continued like this.]
