It's been too long since I've felt like I've belonged-or have I always been an outsider?

I agree with you on both levels. Some times you need to buckle down and work through issues you are having at a church. Then there are the times when you just need to move on. That doesn't mean that the church you are leaving is bad, it might be an amazing church, but just not the one God is calling you to at that time.
If you are looking for a challenge, a church plant certainly is one. They are a breeding ground for opportunities to be challenged and stretched.

My question for you is do you want to feel like you're one of God's fingers for your sake or God's? Maybe you are and you're meant to not "feel" it. St. Therese of Lisieux made her life around God by being unimportant. She did everything for God alone and didn't want to be noticed or praised for it. She died at a really young age and while on her death bed she overheard the other nuns in her convent talking about her obituary and how they didn't know what to write in it because she hadn't done anything. But she simply smiled when she heard this because everything she did she did for God's glory alone, she offered everything up to Him and didn't want to be praised for it. So if there is nothing you can do to feel like one of God's fingers then just make sure that everything you do you do in the name of God and whether you're recognized or not, God will know what you're doing.
