Recommendations (written in my best mockery of education-ese)

EDIT: Yo, add some of your own! If you'd like.

1. Implement a "Take 5 (4?), Score avg of 3.5 (4?), Get rest free" program.

To decrease senior AP attrition. 
To increase senior AP-taking (maybe some kid will self-study micro/macro! omg!)
To encourage performance and participation in AP program.

2. Give students first.last@reg5.k12.ct.us emails

Do you mean you'd have to take 5 first, and pay for those 5? Meaning, you'd have to take 6 to take advantage of this? Yikes!

What I like better is "Take as many AP's as you want, school pays."

That's exactly what I mean. "Take as many APs as you want, school pays" is nice, but doesn't have a direct incentive for kids to do better. I don't think people stress out so much about payment that they do worse on exams, and if you don't pay for something (assuming that you are a generic, unmotivated child who happens to take APs), you tend to value it less. Srsly.

The "Take 5, get rest free" deal is unrealistic. So few people take 5 in the first place anyway, so this deal would only end up helping two or three people, tops. And getting a free sixth exam (or seventh? yikes!) wouldn't motivate a person who was originally only taking three to go that extra step (or three extra steps...) because 1) it's too massive an amount of required extra work for them to get the benefit, 2) they aren't paying for it anyway, their parents are, so there's little incentive for the actual student, and 3) once you're already paying $420 dollars, getting one free isn't that big of a deal anyway.

I'd much like a "Take two, get rest free" deal.
