Oh, that outfit comes from his very first solo performance, back in 1988. Some of them are on YouTube too (search for POWER MATERIALS, sorry can't make a direct link right now). That was quite a show. The year is 1988 and he comes to the stage looking like an Alien or something. He was so crazy back then!
You can see him wearing something like that even in Guitarhythm III live performances. However, by the time Guitarhythm IV was out he went for Asian Elvis-style and stuck to it for quite a time.

By the way, this is something that I did when I had nothing better to do: Evolution of Hotei's styles.

I am so checking out that Evolution of hairstyles. :D

I am still working out my feelings on that outfit. I have so many questions for him on that outfit alone. Let's see, 1988 all through the early 90's. I mean, how do you even get that cleaned?
