Yes, it would seem to be the case. I am not sure as to how often it's been tested, but I know of at least one person who has been in possession of them for some time, and they are still here.

People come and go often, seemingly independent of the number of badges they possess. It seems to have about as much to do with whether people go or stay as how often they brush their teeth or take baths.

I'm well aware. It had been rumored for sometime that collecting the badges might be a way to return to one's world, but as said, it's been proven false.

It would seem the most we can do is wait for random happenstance to take it's course. [He sounds particularly unhappy about that. Ciel has never been one to let things take their course]

...Or possibly look deeper into the people who have returned and come back and run a full scale investigation.
