I think I know exactly what you mean. I had a feeling while reading it, "Okay, now where is there going to be actual...action? Why must Dumbledore explain so much?"
In order to set up Book 7 all this explanation was required before Dumbledore died. I agree the presentation of THAT could have been done differently.
I did like this book, because of the more mature nature. I also agree this book isn't written for young readers, they are going to be confused about some of it - especially the romance portions, which were much more descriptive/blatant than I ever expected to read in a Harry Potter book. O_O
This unfortunately has to be very quick, but I completely agree. I didn't enjoy it much at all. It felt like it had been written so horrendously quick, with not nearly enough development in all the right parts. That being said, I really did like the first two chapters - but it pretty much went downhill from there.

For example, too much romance not enough secondary character development. We didn't learn anything new about any of the already known secondary characters, something which was present in all the other books but mysterious absent in this one.
Well, that isn't totally true. She did give a lot more information on Snape.

I didn’t hate the book nor did I enjoy it fully. It just was a bit too obvious. Kind of like, you said, I had figured things out way before it had been clearly revealed. I like certain things about the book and the characters but it just seems like it wasn’t the best JKR had. I mean in the 5th book when Sirius died I was in tears and it had so much emotion but when Dumbledore died it didn’t have that affect on me at all. It was kind of like “ha I am right and so it Harry. Snape and Malfoy are evil.”
It seems like after the 2nd chapter, because I enjoyed the 1st and 2nd chapters, she gave into the fanish romance and story like a fanfiction but was cleary JKR style. The book didn’t keep me guessing like I though it would. It didn’t have the plot-twist or shock factor that i thought it would.
The whole book feels like a set up for the 7th.
So you aren’t the only one out their who feels a bit depressed after reading it.

You're far from the first person to compare the romantic style in the book to fanfiction. It does seem to be a popular simile. Of course, a lot of it has to do with the fact that she choice very big ships that had already been pointed in that direction, but I think most of it was how much romance there was. It wasn't JUST Hr/R or G/H or Bill/Fleur or Tonks/Remus (*shiver*) it was ALL of them and that made it seem like over kill. Like in those fanfictions were everyone has to be paired up with someone.
I respect your opinion, but I must ask how you found Chapter 1 amazing? I thought it was the absolute worst chapter in the whole series. I understand it's purpose, however, I feel if I just skipped that chapter you know I wouldn't have missed out or have the book effected in anyway. That chapter put me to sleep

Maybe my love of chapter one had to do with my giddiness of getting the book, but I think most of it was I loved how it showed the wizarding world through the eyes of a muggle. Not a muggle raised wizard, like Harry or Tom, who always knew they were a little different but simply a muggle. We got to see JKR's world (which we are all very familiar with) as though it's all strange and new. I really enjoyed that in comparison to how, usually, Dumbledore or Hermione is always around to explain every little thing as through it is noting unusual or strange

The only thing i suspected was harry and ginnys relationship
and i was dissapointed with some of it but over all i thought i was pretty good.
