Computer question

My sons computer is not working. We where told that he needed to purchase a new windows program so that is what we did. It still won't work. When we turn it on the DELL logo comes on the screen. When we insert the new Windows XP program it goes into safe mode. We try to load it in safe mode but it just "clicks" and goes back to the "DELL"

Also, I just thought of this. I've had more problems solved for me on LJ than I can shake a stick at! At the top of this page, there are two boxes, over on the right. THey say "FIND" and "SITE & USER", and next to that there is a Go button
