The end of the year and the decade

I keep forgetting whether it's the year that ends in zero which begins the new decade, or the year ending in 1. If so, then I guess this is it for the decade. Only about ten minutes left. My new years resolutions: get a cat and get fit for the Army. I was planning on Air Force, but I doubt I'll make academic proficiency in time before the cut-off
