M-murder? No, certainly not! Murder is most certainly not a good place to start! I-it's not good!

That was not meant to be recorded. You're misunderstanding me, though I can't blame you.

I know it's not good, that's why it'd be a good place to start. I'm working - or rather just started to work - on a criminal code. Homicide should be a crime, wouldn't you agree?

O-oh, ah...I-I see, then...My apologies for misunderstanding!

I would agree that murder is a crime, yes.

So if you agree that murder should be a crime, wouldn't you also agree that it's a good starting point for a criminal code?

No worries about misunderstanding, though. It's a pretty strange statement, taken out of context.

A criminal code? Are you going to establish some laws?

I'm certainly going to try, yes.

Are there none yet in place? That seems awfully strange for a city, epecially one of this size.

None. There used to be some sort of justice system, apparently, but it's all gone now.

Truly? Yet there doesn't seem to be any lack of order, besides those--ah, curses, were they? Perhaps the people here are capable of living together by their own morals.

You mean other than homicide and assault on the open street unrelated to curses? I don't think people are capable of that. Especially not a bunch as diverse as the one here.

...S-such things have been happening? [Oh dear. Maybe he should be paying more attention.]

H-how seriously?! Should I be guarding the young master's room at night? W-w-what if somebody breaks in and tries to k-kidnap him?

I don't think it's quite that bad. If we're being technical about it, though, kidnapping isn't a crime here. In the legal sense.

W-well, it should be. Second to murder, yes, but...I see you're correct that some official laws are much needed.

I do believe kidnapping might be punished, regardless, but that punishment then doesn't have a legal basis either.
