The city and the Chantry handle that sort of thing, and the guards and templars enforce it.

But the Chantry can't accept mages as people like anyone else. They'd prefer to keep us as all but slaves, locked away simply for being born with the skills we have. They won't allow mages the same rights as anyone else, and if you try and argue against them, then it's easy for them to make certain that you aren't a problem any more.

There can be no equality when they hold so much power over us all.

Would you be in favour of implementing a legal system here? One that doesn't discriminate mages, or any other group?

That's the question, isn't it? Many people here don't even know that there isn't a legal system and don't care much, but I suspect that upon being told about legal certainty, they'd be in favour of the idea. Some have complained that the City is essentially a police state, so any attempt at a legal system, particularly if democratically implemented, should alleviate that fear.

I think, at any rate, that it's something that needs to be tried.

Civil law. I'm more used to the common law system, myself, but without a functioning court system, stare decisis and precedent aren't going to get us very far.
