Perfectly true.
During my work i felt such a real bitch when explaining to tourists and businessmen how much papers they must bring to the Consular to have their visa done. And how much more work I had to do just for the sake of the papers that filled my desk and the desks of everyone in the wing (except for Dixit-sama who we carefully protected from papers and useless calls and useless persons). They stealed our time for nothing.
