Begin with base:
Duplicate base layer, set layer to SCREEN 100%, repeat if needed:
Go to Layers>New Adjustment Layer>Selective Color, enter these numbers:
REDS: -76, +32, +23, 0
YELLOWS: -12, +48, +25, 0
CYANS: -4, 0, 0, 0
WHITES: +100, -23, +25, 0
Go to Layers>New Adjustment Layer>Color Balance, enter these numbers:
SHADOWS: +8, -10, -6
MIDTONES: -27, +27, -13
HIGHLIGHTS: 0, -16, 0
Go to Layers>New Adjustment Layer>Hue/Saturation, enter +11 in SATURATION and set the layer to COLOR:
