The problem is that people forget how bad rain is, especially here where we compare it to snow. Rain reduces visibility, but people don't adjust their speed. And the first heavy rain after a long period of no rain (like now) lifts oils and residues off the road surface and creates a sort of "oil slick."
It does depend on how long the rain lasts and how heavy the rainfall is too. Out here we'll go about 10 months without rain, and with 15 million cars on the road, that's a shitload of oil seeping into the concrete!
The other problem we have is that it doesn't rain all that much. So when it does, it brings the oil back up to the surface and allows it to pond there. Couple that with the fact that it's been 10 months since anyone had any practice driving with windshield wipers on, and there ya go. Demolition Derby.
If the rain is hard enough, or lasts for more than a few hours at a time, it's liable to wash all that oil clean away though...which is actually a good thing. It seems counterintuitive, but sometimes a heavy rain can actually make for better driving conditions. :)
