There have been many theories over the years as to the true intention of his flight: peace negotiations; assassination of Churchill; Scottish uprising, to name a few.
It was during the summer of 1986 that I first met Hess. I was part of a security team ordered to protect him whilst he underwent surgery at a local hospital. It was there that I overheard one of the Doctors in conversation with Hess. The question arose as to why Hess flew to Scotland, to which Hess simply answered "der friedensappell," which translated means 'for peace.'
But the question has to be asked, why wasn't peace given a chance!

But was Hess acting on Hitler's behalf or was this a lone mission? Did he have any authority to negotiate a peace?

In the hospital I had the opportunity to listen into several conversations between Hess and the Doctors, unfortunately, I'm unable to recall any additional gossip worthy of note.
As to whether he had permission from Hitler, in my opinion he did not.
I do believe that Hitler, up to that point, definitely wanted peace with the UK.
