Aktually, I was walking my dog (the husky) and there were 2 dogs running around off their leashes and out of their yards. They kept their distance but I wouldn't let my dog go near them, so to keep him from being spastic in that direction I gave him the command to run/pull forward, which is "Hike" (no longer Mush). So he runs off down the road with me, but has his tail all the way up cause he was showing dominance toward the other dogs (which were like ... a corgi and a fat minpin)
The tail has 6 main positions: Up, neutral, and down. which mean, in order, aggressive/dominant, neutral, and submissive/passive.
These 3 are doubled as they can either be: Wagging or not-wagging. Wagging shows a desire to engage/approach/do something to. This can be sniffing, playing with, biting, peeing on, whatever. Not wagging means that the dog wants nothing to do with it, or has no desire to engage.
So tail up and wagging means that it is showing dominance or aggression and a desire to engage. The wagging is often misinterpreted as happy or friendly behavior, when in fact (with tail raised) the dog is probably expressing a desire to maul you. Wagging with the tail down is a desire to engage calmly or submissively, usually involves being petted.
Huskies' tails are carried high though, so until it starts bending back on itself, it's not really up. I think they also go up when they are excited.
