Arthur
Mello doesn't know this person well, but he does think the person in question is absurd and closed minded. He also knows that the person is from Earth... but not present-day Earth, due to his reference to Gaul. They are both volunteers on the Patrol group.
Elena
Another version of a girl Mello knew in Halcyon. She's basically exactly the same, though she doesn't remember him - probably because she never met him. Into explosives, bit of a company girl. Currently, she lives with Matt. He's told her he'll let her blow something up sometime. Also, she owes him money. Currently, they're hatching a plan to take over the underworld together, though he considers her more of a pawn than a partner.

Mello doesn't know this person's name, but he seems all right.
Kanda Yuu
He knows Kanda not from Anatole but from Halcyon, where he had a few absurd conversations with a version of this person. He knows Kanda is somehow connected to Lenalee Lee, but doesn't care enough about either one of them to worry about it.
Lenalee Lee
Another person he knew in Halcyon, who has appeared in a new "version" in Anatole. Innocent and pure and kind of annoying for it. In Halcyon, she got pissed off at him for cursing. Here, she got pissed at him for not disapproving of Dismas.
Matt
Childhood friend, adult ally, the person Mello trusts the most, and the source of much internal conflict. They reconnected on their world and worked the Kira case together before being taken to Halcyon shortly before their respective deaths. They grew close there and as a result are much more attached to one another than they were on Earth. They eventually became "friends with benefits," though their relationship began to intensify toward the end of their stay in Halcyon, with Mello promising Matt a "conversation" before he disappeared on a mission. Since arriving in Anatole, he has kept their relationship in a holding pattern though their friendship remains strong.
Misa Amane
The second Kira. A mass-murderer from his world, obsessed with a psychopath with a God Complex. Mello suspects she is from an earlier point in time than either he or Matt.
Naruto
This person knew another Mello in another world - a Mello who called himself Mihael Keehl, no less. Seems to have an extremely negative history with the man, but is reluctant to discuss it... and he sees a great deal of similarity between that Mello and this one. Mello has also put him on notice that he will execute a civilian for each time Naruto uses his real name, which Naruto has done, resulting in one civilian death. This obviously didn't go over well, so one might say they aren't on good terms, though Mello has no particular issue with Naruto provided he keeps his mouth shut, and even provided Naruto with information about Misa and Kira.
Nina Fortner
Another version of a person Mello knew in Halcyon. They were relatively close there, and Mello was very, very fond of her - almost a crush without a sexual element. Here, of course, she doesn't know him.
Priscilla
The organizer of the Patrol thing. Mello has never spoken to her indepth. ¬_¬
Reno
A colleague of Elena's. They get on well, being the two people most inclined to gather information about the world. That said, they aren't terribly familiar with each other.

Mello doesn't know this person's name, but he does know that they share a certain focus and both have things to do back home and a tendency to be sucked into new places that get in their way.
Senji/Crow
An action hero without the heroics. Definitely enjoys a good fight, and is a phenomenal sparring partner. Useful. Also oddly terrified of women.
Zack
Too fucking chipper. Intends to check out the ruins soon.
