is this pure white or cream/off white?

is the waist banded/elastic?

do you think it would be hip hugging for 35"-36"?

Hello babe,

It is in off white and there are no waist banded.
The hip measurement when measured lied down is 23" :)
Thus, It wont be hip hugging in my opinion ;)
