there are definately some schools that accept applications from high school juniors...sarah lawrence and columbia being two of them. for legit info i would check their websites, noam looked into this a while ago and it seemed pretty cool.
and there are TONS of study abroad options, most of them awesome, but i really only know about the jewish israel ones so i'm not much help in that.
in terms of the english credit you could do an online cty course...i did ap lang with them last year that counted for credit and it was really only an essay or two every 2 weeks. really not that bad.
