Actually, quite literally a little lost puppy.

On my way home from dropping little_ribbit off at the vet clinic where she works today, I encountered a small dog, looked like a miniature terrier of some sort, running in and out of traffic on the edge of Stevenson Blvd. For those of you who don't know Fremont, that's a big, busy street with fast traffic

Similarly, a literal little lost puppy is very much like a little lost puppy.

You should probably also inform the local animal shelter ( http://www.fremont.gov/PublicSafety/AnimalServices/LostAndFoundPets.htm ), that you have the dog in case the owner is looking for their lost puppy. You don't have to relinquish the dog to the shelter, but legally you should let them know you found it.
