Russia, who has been "going steady," so to speak, with America for some time, is sick and tired of England pining after/flirting with his oblivious boyfriend, and decides to take matters into his own hands.

So he instigates sex with America in an area he knows England will catch them. Anything from before a world meeting to across England's desk or in his bedroom (how that would happen I don't know XD) is up to writernon~
