Sorry for length.Spain has a thing for France, and has for a very, very long time. This is the reason that (at least to France's eyes- the relationships might be purely brotherly, if you desire, because breaking hearts sucks sometimes) he basically goes nowhere with Romano or Austria or OC!Portugal/Mexico/Colony_A or who-the-hell-ever: deliberate self-sabotage. France pings on this 'thing', does a beat 'wait, I've been molesting you for years and we haven't ended up in bed?', does his own seducing thing, and viola! Troubles are solved, right
