Ignoring the hilarious translation fail that happened afterward, imagine this scenario: The moment the "reset" button is pressed, America and Russia instantly lose all memories they have of each other (they still remember everything else, like their status as nation-tans, their relationships with other countries, etc.) and they literally start anew with each other.
They re-introduce themselves to each other (much to the other nations' confusion) and because they have no memories of the Cold War and their previous animosity, they actually hit it off well and even become close friends (and maybe eventual lovers?)
