Two nations, don't care who, when, or why, but they need to be brothers. (Though I am a bit burnt out on Germancest at the moment, so maybe someone else?)
Kink is the younger sibling calling the older one "brother" (in whatever language you choose) constantly, like, Alphonse Elric-style, and this being a massive turn-on for the older brother. Ideally, this would culminate in the older brother either outright asking the younger one to call him "brother" during sex, or asking him not to stop if he does. Whichever works.

Okay, so lemme tell you what happened when I found out this had gotten a start so quickly.
First, my face went really red. Then, my heart went faster.
Then I started reading it and realized A: AMERICA/CANADA! MY THIS-NEVER-GETS-ENOUGH-LOVE PAIRING! B: Prussia. Giving. Advice. AWESOME ADVICE. C: KOREA/CHINA SHALL APPEAR. FUCKING YES. D: Canada speaking French. Lemme say that again. CANADA SPEAKING FRENCH. E (god I've gotten to E?!): Fics with a not-yet-established relationship like this are like, it's like the maple syrup on the pancakes, except it's not even pancakes, because this is already way more awesome than pancakes. I don't know I'm rambling now. F: You hit Prussia and Canada's characters so dead on here I think if you tried to get closer you'd just do that Robin Hood thing and split the arrow. G(fucking G??): The last two lines. PRUSSIA, TRUER WORDS HAVE NEVER, EVER BEEN SPOKEN.

Canada was trying to gain any and all confidence in his body (which, to be honest, wasn't all that much to begin with). America, at least in the past, had always been rather easy to approach.
But, now - it just wasn't. Their relations had been semi-strained within the past eight years, and it did get harder and harder for him to ever agree with Alfred (and that was including most other nations, too). However, with Alfred's new boss - their official relations were improving greatly once again.
That didn't mean that their personal relations improved. Canada was timid and shy by nature - and trying to gain attention from someone like America was really difficult for him to do.
Prussia's idea was just... awesome, for the lack of better words.
Calling America Frère should get Alfred's attention - it always did back when they were both colonies underneath England's rule. Back then, Alfred would drop everything and anything to help in whatever Canada needed. He specifically remembered

America was observing Canada with rather intense blue eyes - easily making Canada regret what he had let slip from his mouth. The younger and shy nation struggled to come up with some excuse, realisng he hadn't called Alfred Frère in about two hundred years - but then the majority of his French had disappeared from his tongue, courtesy of England. He didn't even speak French that much anymore - only when he had to deal with Québec or France or La Francophonie.
“Frère - I-it mean's 'brother' in French!” Matthew panicked hard, berating himself for being so forward (even if they were brothers). America stared at him for a few more moments, and then he laughed. And laughed hard.
“M-Mattie - I know it means!” America finally got out when he finished his laughing (Canada was beet red by this point), folding his papers away quickly, “It's not like I've forgotten.” Alfred stated in amusement - enjoying seeing Canada's normally pale face so red.
