Anon remembers reading about some squabbling between Canada and Mexico (mainly on Canada's part) over American trade rights during the last NAFTA meeting so...
Mexico is the oldest of the North America brothers, Canada and America are twins. Canada gets jealous of the attention America pays to Mexico, and is a bit of a brat about it in that passive-aggressive way he has, acting snotty to Mexico and trying to steal back America's attention to himself. (Because America is HIS, eh!) America is more or less oblivious. Mexico knows exactly what's going on.
Should it come up, anon prefers America on the bottom. Also, head canon/research indicates that Canada is actually just a smidge older than America, but with being twins, it doesn't really matter.
