France/Estonia (or Estonia/France if you prefer)

The scenario could be anything as long as it involves this pairing. But as motivation, you could go with the fact that France and Estonia are the only two EU countries that don't even recognize North Korea as a coutry.

...Or you could go with the fact that they both sparkle are pretty fabulous.
