Basically, The Wallflower fusion fic with Russia as Sunako and America as Kyohei. (The other character roles can be filled as you wish, although I really do think that Ranmaru can't be filled by anyone but France.)

Cue America and the rest of the gang being freaked out by Russia's antics and wondering how they're ever going to make this guy into a gentleman per according to his sisters' wishes, Russia regularly trying to murder his newfound housemates (America in particular) for intruding in on his territory/being all happy and non-freaky/etc., hilarity ensuing, and the characters gradually coming to realize that underneath Russia's creepy demeanor lies a sensitive soul who's been hurt one too many times
