England and China, Opium Wars

England starts lacing China's drinks/food/whatever with opium and eventually gets him addicted. China tries to break his addiction multiple times, but every time he does, England drags him back down.
(The reason why England's doing this can be up to the author, but IRL the UK was selling opium illegally to China so that they could afford to buy tea from China. The Chinese government wasn't happy and tried to fight against it to keep it out of their country, but the UK, France and America fought back. There were two opium wars in China.)
