Russia has a secret. He loves to cuddle. Except he can only do it with someone when he feels comfortable with them or he knows it'll irritate the hell. Thus he spends a lot of time plotting and executing Sneak!Cuddle attacks on America who's nice and cuddly and flails and squawks just enough to make it entertaining.
America has a secret too. He also loves to cuddle and Russia's sneak attacks don't bother him as much as he protests they do. He'll take the cuddles where he can get them because he doesn't often get a chance to do it.
Eventually this leads to one or the other searching the other out for a quality couch (or wherever) cuddle session. Smut is not need but wouldn't be turned down. Just let it be light, fun and fluffy.
