Usually, Japan's portrayed as being completely oblivious to the fact that Greece likes him as more than a friend, forcing Greece to practically jump him to make him realize his feelings.
So how about a couple of twists on that? Japan actually knows from the start how Greece feels about him and would love for Greece to jump him (or to jump Greece himself), but is having a hard time making his feelings clear to Greece because, well, he's Japan. But he tries, he really does! He just ends up chickening out before he can do anything unambiguously romantic and/or the signs he manages to send are so subtle that Greece doesn't pick up on them and/or Greece thinks that Japan is oblivious to his feelings (and/or doesn't know how perverted Japan actually is and thinks that he's clueless/indifferent to romance) and thus assumes that any quasi-romantic vibes he gets from Japan is just wishful thinking on his part.
This goes on and on, until Japan finally decides to do away with subtletly altogether and practically jumps Greece.
