Tracking Devices (Russia/America)

One day America drops his almost new cell phone on the ground breaking it. When he picks it up to examine it he notices a tracking device embedded in the back. A few weeks later he discovers another hidden in his briefcase. Later still one is discovered on his car during a security inspection. Old paranoia sets in and he goes immediately goes to confront the most logical person to be behind it Russia who admits that it was him.
His exact reasons are up to you anything is fine. Though I admit I'm a huge fan of possessive protect-what's-mine(even if they don't think they're mine)!Russia. Smut is ALWAYS welcome but not necessary (consensual is preferred).
