How about the other things I listed? ^^
Being much more experienced (which actually reflects anal sex IRL, as far as OP knows, since newbies are really not the most indicated to direct it at first), or being older, or being prouder, more hung-up on bed roles as reflecting masculinity because he's more conservative? you can even add "been waiting way too damned long for this" in contrast to America's sudden and recent discovery that he desires him and wants to be seme xD

England is also physically weaker than America, though. Can't expect him to be able to manhandle America into doing his bidding. There are other ways, I guess.
