If it's a long fill, OP would really like it if the "relationship" begins before Arthur is even 16. And they obviously try to keep it low, but... someone finds out, naturally...

Royal Julient Academy was nothing short of amazing, really. As Arthur approached his school he felt as though the trek of dirty, cramped looking houses and the expanse of country-side began to fade away revealing himself to a fairy-tale. The Academy looked more like a castle to Arthur, than it did a school. It’s huge, brick structure was clearly established no later than the early eighteen-hundreds, yet it was heavily maintained. A series of white washed towers covered the antique structure and Arthur could see the large picturesque windows gleaming with the early morning’s intensity

“Thanks,” the blonde said, sitting down. “Ah… As you already know, my name’s Matthew. You can call me Matt. What’s your name?”
The boy extended his hand and for a moment Arthur thought he was going to hit him. It was obvious he had no idea what to do with the offered hand. Yet, he shook it out of courtesy and spoke in a low and quick tone. “My name is Arthur. Kirkland.”
Matthew smiled, and when the teacher began the lecture, Arthur found himself unable to concentrate. No one wearing the Royal Julient Academy uniform had ever shown him kindness before. I feel really sorry for Arthur But it kinda like a destiny....ya know, if those guys did not beat Arthur, Arthur would not meet Alfred, so kinda good, isn't it

I love your writing style and how you describe things! And oh, poor Arthur! The way you describe how bad and alone and everything he's feeling, it's really beautiful and heartwrenching and I'm almost crying here myself!
