When US was a colony, UK said that being around him was the only place he felt truly calm.
Modern day England has a horrid case of insomnia which is making him lose weight and become ill. US sets aside his teasing of UK and really worries about him. He offers to sleep with him to help cure the insomnia. (In this case, sleep with can be interpreted as both sex and simply sleeping side by side, and America didn't specify if he meant simply sleeping, or not.)
If it's not just sleep cute, then gentle, sleepy sex. Possibly with US pretending to be UK's colony again to help him relax and go back to the 'good old days'

Midnight.
There was really nothing England could do to delay it any longer. He'd tidied the house, read the evening newspaper and finished his last cup of tea. The lights were off. The world was still. His bed was waiting. It had been waiting for several hours now and his body wanted it, wanted those sheets wrapped around him and the moment when everything drifted away into a vague darkness behind his eyes.
His mind was having none of it. It knew he needed sleep and, as if to scorn him, was still writhing around. It fretted about every minor detail and skipped from one issue to another with neither rhyme nor reason. Whatever worried him in one second refused to stay put; as soon as he tried to focus on it, something else cropped up to gnaw at his unconscious.
Still. He had to try.
Must sleep, got to be awake early tomorrow, got to make sure Peter doesn't follow me, should speak to Iceland about him, wonder how he's doing, ought to ask him...The usual nightly routine of bathroom, water and sensible pyjamas - which America, for some

Ok, anon, I'm truly impressed at the pace; it drags like time does in this torture England must be suffering, and it's rambly like thoughts and distractedness are; you replicate a busy and worried mind with the flow of your prose, that was awesome. The narration also transmits really well the frustration that this is (I have been plagued by insomnia in the past, it's awful)

It was his telephone. He knew that. The shrill bell was always demanding his attention. He picked himself up, straightened his pyjamas though no one was there to see him and promptly walked into the bedpost. Curses punctuated each step as he hobbled downstairs and snatched at the receiver, refusing to let his time and pain be wasted by the other end hanging up

awww, for once, America truly behaved like a hero and was patient, understanding and sharp. I'm liking this a lot, anon ^^ (specially because he doesn't stop being obnoxious, loud, competitive and childishXD) England's bad estate with bags under his eyes and trembling slightly made me feel so bad for him!
England's outburst...I sympathize with you, man. So much. i hope I don't get this again after reading the story...*shudders*
I am totally in love with the characterization here. England is fond of America and sort of...tolerant of him making crazy calls at two freaking am. America's cloud cuckoolander is so cute ♥

America's breath was steady, just heavy enough to be heard over the roar of the silence, yet still gentle and soothing in its regularity. Combined with the smell of his leather jacket, which he was wearing over his shirtless chest, it was enough to temper the nothingness, however temporarily. These senses were eventually joined by his voice, low, to avoid waking up the other rooms.
