The truth is, Prussia never had sex. He hides behind his jokes and immature attitude in an effort to keep people/other nations away. It's not that anyone has tried. It's that he waited so long that the idea of sex is humiliating/scary etc. He is embarassed about his fear and does not let anyone.

France and Spain are not fooled. They let Prussia know in uncertain terms that they are not letting him hide or run away. Together, they slowly and gently coax Prussia into a relationship and eventual sex.
