Head canon (or actual canon I can't remember) says that England is a bad cook because he is very absent-minded, as in he'll forget about it and that is why it turns out so burnt or why the wrong ingredients are sometimes added.
Whether this is a mental problem or because England gets distracted due to his faeries or other nations visiting is up to anon, I would just like America discovering the reason for his bad cooking and then doing something about it.
Bonus: with America's help to focus him, England cooks some nice food and the other nations are amazed.

THIS
is totally my new headcanon from now on. It makes so much sense, the way you set up their cooking session, because there's gotta be something that Arthur does that makes his food degenerate to the point of being inedible even when he's following cookbook directions.

So cute <3 And I actually felt bad for England here. He tries, poor darling. America, help him without making fun. The guy has enough with his cookingXD I totally love that England blames America's hotness for ruining dinnerXD

“Well, I guess so!” Alfred’s laughter has drained out of him like cold water, and he pulls Arthur away from the still-sputtering stove and to the sink. The water faucet runs ice, and Alfred plunges the other’s arm under the stream. “Is cooking with you ALWAYS this exciting

LOL, poor Arthur! This is actually a very nice interpretation of his inability to cook, and it's written very believable and not forced at all. It may become my headcanon soon, because the "Arhtur can't cook" gag is so fucking old it stinks putrid now >.< America is also well-written in his good intentions but irritating constant amusement and laugh attacksXD
OP is late but very pleased....

You took my request and made it like ten times better! I loved the Post It Notes around the kitchen and America being such a distraction to England was adorable. Poor England, being laughed at by America when he was just trying to cook something for them. Although this could be because this sometimes happens to me, last time I made biscuits I forgot about them and they turned out slightly harder than they were meant. Like rocks. Loved, loved, loved how sweet America was after England got burned and you know he's only that stern because he got scared when he saw England hurt. I can't wait for the rest of the fill.
