The age of consent for heterosexual acts in England was set at 12 in 1275. It was lowered to 10 in the latter part of the 16th century.[24] The wording was along the lines of "It shall be deemed illegal to ravage a maiden who is not of age" - at the time "of age" being 10. From The Wiki

Maybe he especifically lowers it to be able to legally bed her, or maybe he feels he has to fullfill his duty and procreate (bonus for pregnant pre-teen!Femerica?)

I, uh, assumed it hadn't changed till the nineteenth-century, since that is the next time this topic is raised. So maybe I'm wrong, and I'm sorry...but well, this is fiction, right? So, in case it was raised just a century after, we can pretend it wasn't?
On the topic of when the colonization of the Americas happened, this is what Wiki tells me right now: No further attempts to establish English colonies in the Americas were made until well into the reign of Elizabeth I, during the last decades of the 16th century.[7]. Later part of the 16th century, it fits. It's late, though, so if there's a mistake again, I'm sorry ^^U

The first settlement (Jamestown) is from 1607, four years after Elizabeth's death.
Just for your information, the age of consent did change before the 19th century and the laws in the colonies and in the motherland were quite different.
If the filler make Femme!America's growth similar to Male!America's then she'd be ten in he last part of the 17th century/beginning of the 18th century.
But, as the the OP said, it's fiction. I simply wanted to point out some historical details.

OP would like to know more about this! It's difficult to find this kind of info, so I'd love to know when did it change, to what, and how different were the colonies' laws ^^
As for America's growth...um, well, that's especulation, since we're never given dates till the Revolution? So we can assume England visited much earlier, maybe only ten years after Jamestown was founded, and that's why he was shocked to find America already grown up?
