He had assumed that America wasn't in much of a mood to talk. Prattling, enthusiastic chatter-box the boy could be, even the younger nation had his pensive moments. Those were usually in the wake of a thunder storm or some particularly heavy showers. England couldn't deny the effect that rain had on his own state of mind. It was, after all, a reoccurring theme in their relationship. It fell on days where something between himself and the United States would happen; something life altering or memorable. He was quite certain the other nation sharing his bed held the same opinion as he of this natural dramatic timing, but America never spoke a word of it. And England could never ask

The ride back from the conference was interrupted only for lunch, as America insisted on stuffing his face before heading back to their hotel. The casual chitchat on their way out of the restaurant was cut short by a call from Canada which America eagerly took and had been occupied with since, leaving England alone with his thoughts. Traffic was heavy. Unusually so, England noticed, but it was a blessing in disuse. He hadn't want to go back to their room just yet

How have I missed this? Where have I been all this fill's life? I have not paid sufficient worship. Good characterization, tidbits of history, beautiful writing....oh god, I love this fill. No fail detected. Only the VERY OPPOSITE OF FAIL, which is of course massive amounts of WIN.
Oh, AMERICA. Have I mentioned how much I love that the POV is England's? And how adorable America comes across from this? When he answered England's question about role-play I half-expected him to continue: "Yeah, it's one of my favorite genres of video games!"
OP back here (did you post to the Fills list, authoranon? You should, this fic is too amazing not to be shared with the world ^^), and still loving this HARD. I'm actually immensely glad you're taking your time to develop it, it makes it more realistic, since this wouldn't develop and come through quickly, especially between these two.
I love your England, and the way he obsesses and anguishes about this, about something he's been fantasizing about and trying to refuse himself since forever, and I find America's total ignorance of these feelings he's stirred and just revived in him incredibly cute. I like the approach England (well, youXD) is taking to this, with limits and boundaries (actually, the fact that it's England who's trying to feel comfortable about this is intriguing, anon), and America's reactions to being asked about them.
Can't wait for the next chapter! also, yay Canada/Ukraine
