He tapped his pen for a moment and randomly started to draw a circle with two beady dots in it. America glanced up at England and then back down to his paper. He drew a pointed nose next. Then some stray lines for hair. A small smile started to form on America’s lips as he slowly drew in a straight line for the mouth. The American’s smile grew wide when thought back on all the times that scowl was directed at him. It was too much fun, getting a reaction out of that guy!
But he looks nice smiling too.
Hesitantly, America erased the mouth and drew in a smile instead. Looking at it though, it wasn’t really right on the picture so he erased it again and put back the frown he knew so well. America felt happiness bubbling inside and his smile became fond.
Chancing another glance at England, he began to draw those infamous eyebrows. Gosh, they’re huge, America mused. His pen ran back and forth, creating big oval shapes over the beady eyes that he drew in earlier. Snickering slightly, America leaned in even further and stuck his tongue

“So you gonna get lunch now?”
America was leaning the back of his thighs on the table as he waited for England’s answer. The meeting had some success, what with America being oddly quiet but there was still the usual chaos that disrupted any semblance of productivity.
The island nation shuffled his stack of papers before he turned towards the American. “I suppose,” he replied. “I noticed you weren’t paying attention to the meeting…again. What were you doing? Drawing a doodle of your aliens and crop circles, no doubt.”
Man, England’s good, America thought. But he grinned sheepishly at him anyway

Loved it! I laughed and went "awww" on equal measure. America is lovely when he huff, fidgets and is awkward. England is lovely all the time ♥
The story was really refreshing and I think you got America's voice wonderfully: disjointed and rambling, like a teen or someone who has too many ideas and feelings and just stuff going on in their heads.
My favourite parts:
This was just too weird so he huffed and shoved his hands into his pockets instead. Better to keep them someplace where they won’t do something stupid.
He’ll pick a good place to eat this time. Somewhere where he can sit across from England and stare at his face and those eyebrows for as long as he’ll let him.
