(Warning for dark, dark humor. Functionally, Russia is a domestic abuser.)The best policy in Russia's home was to just stay under the radar as much as possible. In general, this worked: as long as the various nations living in the mansion did their paperwork and chores, and were quiet, they managed to maintain a constant level of semi-misery where their citizens only occasionally disappeared or died of causes like starvation. This did not work for two nations. One was East Germany, formerly known as Prussia, formerly known as the Teutonic Knights, who Russia loved to hate. The portions on all their plates were meager. Russia's was slightly more. On the scale of admirable most of Russia's dinner companions would probably put him approximately at the level of 'slug', but he did strongly believe in the power of Communism and in some things tried to keep them all equal. Mostly.

Lithuania tried extra-hard to please Russia, and everyone noticed. It must have felt like a betrayal because suddenly nobody wanted to talk to him. Lithuania kept his chin up because if he could only get to the conference, maybe he could get them all out of this horrible situation.
What everybody in the USSR knew but never said, and nobody outside the USSR knew, was that the nations at Russia's house were being held against their will. It didn't look that way from the outside, especially in the case of the Baltics.
(Another Russia pop quiz: Would you rather:
a) Vote in a Supreme Soviet every election cycle, or b) Have your whole population sent to Siberia?
Funnily enough, the most popular answer is (a)!)
If Lithuania could only convince everyone that their occupation was illegal, then maybe he - they all - could be independent again

Just to make sure, if you have the satellite states living in Russia's house, Poland should be there too. It's just that you haven't mentioned him yet and I wasn't sure if you knew or not. But if you're planning something else with him, then feel free to ignore me ^__^
