Hungary and Austria are married, but their marriage isn't romantic, as Austria's gay - Austria and Hungary are simply very close friends who married for practical reasons.

Enter Prussia, who becomes the sexual glue between them - he has sexual relationships with both of them, including Prus/Aus with Hungary watching.

So in short, Hungary/Prussia/Austria menage a trois in the literal sense, "household of three."
