France/America, FACE foster family AU

Francis and Arthur are foster brothers both raised by Gaius (Rome), who have never gotten along. Arthur grows up and ends up raising a foster family of his own, including teenage twins Matthew and Alfred. He has his hands full and the last thing he needs is Francis waltzing back into his life. Arthur quickly forbids Francis to come near his family, but Alfred is fascinated by the philosophical playboy. Francis, for his part, is intrigued by the free-spirited, determined young teenager. Together, they try to defy the many years in between them as well as Arthur's vehement disapproval. How much will they dare for love?
Bonuses: 1. Arthur uses a statutory rape clause against them. (Assuming the twins are slightly under the age of consent. Maybe 16-ish?)
2. Francis actually helped raise the twins when they were much younger but something happened to cause him and Arthur to have a HUGE falling-out.
(Yes, this is very much inspired by the idea of France and America's historical relations given an AU-twist.)
