America has always had magic. A lot of it. But sub-consciously he's repressed it without even being aware he had it. That is, until America starts releasing the massive amounts of magic forcefully and painfully.

Seconded. Sorry, I have thing for magic. XD I might actually do this but I need to get the right story on my head. I see it's more of a comfort story? Maybe the magic reaches to a breaking point where America starts to feel 'ill' and maybe when he reacts emotionally too much, like quick to answer it makes things happen around him like he suddenly all the lights in the room imminently 'broke' when he got a little miff at something. Of corse, America still represses it but England realizes that something is wrong.
Roll with it from there however you want.
