Arthur tried to pull away at first but, as always, he melted at the younger’s touch, and the added sweetness of the Digestives still lingering on Alfred’s tongue made it harder to resist.
Alfred contorted his body and practically pulled Arthur down on top of him, smiling against the other’s lips.
“Mm, Alfred-enough,” Arthur murmured, pulling away, but Alfred leaned in again, over the plate of Digestives and knocking one tea cup aside, spreading his lips and creating a suction between them. Both Alfred’s hands were planted firmly on Arthur’s neck, Alfred’s left thumb rotating in soothing circles just against his collarbone. Arthur rested one hand on Alfred’s knee and gave an involuntary moan from the back of his throat, which he immediately regretted as Alfred tightened his grip and swirled his tongue underneath Arthur’s upper lip as a response.

I knew you’d get here right as the lunch rush hit,” Alfred said, unwrapping the other half of his sandwich. “And besides, I know I was looking forward to eating something nice for lunch with our bosses, because you know how much fun we have with them, but then it got cancelled and I know you’re not a huge fan of Pret...” Alfred trailed off as Arthur bit into his sandwich and gave Alfred a small smile. “So, uh, I just thought that, well, it’s been a struggle all day for you, huh, babe?” Alfred then grinned that grin that made Arthur equally weak at the knees and livid enough to punch him in the face. “And then they wanted to take a picture with me because, and I quote, ‘we’ve never met such a handsome American!’,” Alfred said, and he picked up his phone and showed Arthur. “See? They’re only like, eight or nine, and then they went inside the National Gallery and said bye in their little accents. Your kids are really cute,” Alfred said, and he smiled at Arthur. Arthur took the phone and looked at the photo; of course Alfred looked so natural, flanked by red-cheeked children, smiling toothless smiles and looking happy as can be. Alfred’s own natural enthusiasm matched their childlike wonder, and Arthur felt his chest lighten at the picture

This was adorable. I think they were very IC, so you don't have to worry. I really like Arthur's I hate everything and Alfred telling him he wasn't looking at the girls in a creepy way, LOL. Arthur being spacey was wonderful.
One detail, though, I hope you don't take offence: the Queen is referred as Her Majesty; Her Royal Highness is a style that belongs to princess (or princes, being His Royal Highness) but not to the Queen (or King, when there's one). Just a little thing that doesn't detract from this great fic at all.

This was very cute. The little kids and their clothes really stick in my mind. Also, I have a fondness for citizens being referred to as their Nation's children. Diet coke is icky, tho. XP

(Regarding HRH, for a minute, I thought Alfred was meeting with the princesses, ha.)

I have the stupidest, biggest smile on my face and I feel a bit dizzy because this was just - too good. I love the realistic details, Arthur's full schedule and Alfred with the kids (djkfskdf loved all the little girls with little blazers). And I really appreciate how they for once aren't both "ew, coke" and "ew, tea", because with time, couples start to accept the other's choices, right?
Great fill, good atmosphere, the love is ever-present but it's not too sweet. I'm sure the continuation will be just as good.

The Queen does have tea with people. In fact, there's a yearly ceremony in which she has tea with some of her subjects (http://www.chinadaily.com.cn/cndy/2010-08/05/content_11098897.htm).
