Any/Any - Floods and Empires

A sudden world-wide flood knocks out all land under 4000 feet above sea level, leaving land for the aristocrats and ocean houses for the rest. As the people attempt to adapt to their new conditions, England, Spain, and Turkey see it as a chance to rebuild the empires they once had. And when they begin to succeed, what do the others think?

America eyed the sea, and then at England's boat. The landing strip for the American's plane across the upper-levels. "Be nice to have some home support." The Special Relationship had remained thoroughly entrenched during the upheaval and post-it, the two of them had maintained their positions on the globe. Wavering slightly. Both were far too aware of the alliance between Spain, Portugal and Turkey - all desert people now, but still fine coastal sailors. Scarcity of fish, and America's singular ability to rely on the bird resource demanded high tensions between the two allied positions

I can definitely hear this story crying out for a continuation; you've given a short but intriguingly detailed peak into a huge world, which is pretty damn talented considering only two characters appeared. I would love to see some more -- especially if I can get to see the hero America become something like a sky pirate! LOL (Somehow, I think a kind of innovative frontier / pseudo-steampunk kind of setting would really suit him, maybe even more than it would England.)
And yeah, I was definitely getting tiny hints of the kind of relationship you described in your note from this story, so well done. <3

Not!OP, either.
I'd give a kidney for the Anglo-American Empire. Oh, God, I so would. This is gorgeous, it has a dream-like quality that makes it stand up and it holds the promise of a great, great story.
I always favour USUK but brotherly empire is awesome too. It's really nice to see America displaying his imperialistic side, too.
Bonus 1; Thailand. I dunno how, but Thailand.
Bonus 2; Not-psycho!Spain.
