what you have done is turned Canada into a pathetic and insecure lump. He doubts why he even attends the meeting!
Now i'll quote you:

This fill is not about getting America's attention! it's about pissing him off.
these things may appear similiar, but they really, really aren't. The Canada the OP requested would be confident and angry. He'd be doing this because he feels like he deserves more than the treatment he's getting.
your Canada is scheming in a childish attempt to have people notice him because he's lonely and pathetic.
i hope that either you do some serious thinking about where you're taking this fill or someone else fills it the way OP wants.

The author here seems to at least be trying to fulfill the prompt, just not the way you think it ought to be. Part of the thing with kink memes is that you may not get what you want. Authors are free to interpret things their own way, and none of us are entitled to only have characterizations we like. That includes you.
