China is an absolute, genuine sweetheart to the other nations. However, he goes along with the mistreatment of Tibet's people, encourages crazy little sib North Korea, and does nothing about his own bad human rights record, because he's come to really, really hate mortal humans. (The other meaning of homo-phobia?) Up to you whether it's caused by a specific incident or if it's just from four thousand years of seeing how much we suck. I wouldn't mind if he starts coming round in the end, but it wouldn't be an instant thing, and it would probably work better as a futurefic because at the moment humans worldwide are still doing horrible shit to each other and proving his point.

I quite like the idea that he's protective of Tibet-the-character, if in a creepy yanderesque way, but is quite happy to slaughter the local humans. Tibet does what he can in the background to help his population and quietly hopes that all of China's people who were involved are reincarnated as slugs.

Ah, I like this. Nations act like they have emotions just like humans, but they're dragged this way and that by humans they have no real control over. It just makes sense that some of the older immortals would resent it.
