Arthur has broken the rules of his and Alfred's relationship, or otherwise crossed Alfred's boundaries in a significant way, and he wants Alfred to punish him for it as a way to restore trust. I'd prefer that it be a purely personal thing between them, and that politics be left out of it. No infidelity or cheating as the trust-breaker, either, please.

Bonus: Corporal punishment of some sort.
Bonus: It isn't erotic for either one of them.
Bonus: Alfred is reluctant, and Arthur pushes him to be harsh.
