Though he hides it Tony's insults actually get to England until he feels literally victimized in America's home. America doesn't realise this because England always acts so tough and he assumes England knows he loves him even when Tony says otherwise. Eventually America finds out how hurt England is and is determined to make it up to him.

Bonus: England tries to avoid arguments or insulting back because he knows it upsets America when they fight. That and he considers himself mature.
Bonus: He cries after a particularly mean insult which alerts America.
