America is sexually submissive, can't even get it up if he's not being dominated; England is sexually dominant, he loves being in control during sex. Both of them are aware of and comfortable with their sexual preferences, so what's the problem? Their history makes America incredibly uncomfortable with submitting to England- he can't separate what they do in bed from the rest of their relationship the way he'd normally be able to. It doesn't help that England's brand of dominance is heavy on the "you belong to me" and diminutive terms of affection like "pet and "lad" or that some of his control fantasies run very close to sexualized versions of their old empire/colony relationship. How do they deal with this? End game is up to the filler.
