The number of times England had said that to America since their split could easily be counted on one hand. It wasn’t that he wasn’t. It was just that it wasn’t usually the sort of thing he’d admit without a gun to his head.

From the look that crossed America’s face, it almost seemed like he was ready to demand to know what was going on, but then he blurted out, “Habeas corpus. We’re shutting down Guantanamo and all undisclosed illegal prisons and moving detainees into legal, uh… legal channels.”

It didn’t take long until America’s hand flew to his mouth and he had to bite down on the fleshy part under his thumb to keep his vocalizations in check; or at least England didn’t think it’d taken long, since his jaw wasn’t sore.
